Composition

Chairperson
  • The NLRC Chairperson has the status of a minister and is appointed by the President among the qualified NLRC public interest commissioners recommended by the Minister of Employment and Labor.
  • The RLRC Chairperson is appointed by the President among qualified RLRC public interest commissioners recommended by the NLRC Chairperson and seconded by the Minister of Employment and Labor.
Commissioners
  • The commission is composed of tripartite commissioners representing employees, employers, and public interests.
    - Depending on the workload of each LRC, there are 25 to 50 employee and employer commissioners respeetively, and 35-70   public interest commissioners. The numbers of employee and employer commissioners are the same.
  • The President, with a recommendation by the Minister of Employment and Labor, appoints the NLRC commissioners.
  • The Chairperson of the NLRC, with a recommendation by the Chairperson of the RLRC, appoints the RLRC commissioners.
Appointments
  • The employee and employer commissioners are appointed based on the recommendations made by labor unions and employers’ associations, respectively.
  • Public interest commissioners are appointed from a pool nominated by LRC Chairperson, labor unions and employers’ associations. Nominees opposed by the social partners, however, will not be considered for an appointment.
    ※ Commissioner’s term of office is 3 years and he/she may be reappointed.
